Which agency issued the permit, where the record lives, and why the electrical history is often in a different system from the structural one.
Counties own electrical, and it causes false negatives
For a great many Oregon houses the structural history is a city record and the electrical history is a county record, in a different system. Yamhill is the electrical authority for McMinnville and Newberg. Linn is for Lebanon and Scio. Polk is for Dallas and Independence. Clackamas performs electrical plan review and inspection for nearly every incorporated city in the county.
This is exactly what causes an inspector to report no permit on file for a panel upgrade that was in fact permitted.
Three portal architectures
- The state shared tenant at the Oregon ePermitting portal, used by most counties.
- A county branded agency instance on the state tenancy, such as Lane County's ePASS.
- Wholly separate commercial tenants. Albany, Corvallis, Salem, Eugene, Newberg and Silverton run standalone systems.
Category three will never surface in a state ePermitting search. Confusing these produces false negatives.
A silent failure in the state portal
The search form defaults to a five year window and carries the instruction to change the start date to find permits over five years old. An inspector who does not widen it sees an empty result that looks like a clean history.
Records survive, drawings often do not
Washington County retains residential building plans only two years after final approval, and commercial ten. The permit record survives; the approved drawings do not.
