How to look up a building permit in Portland, Oregon: which agency holds the record, which portal, and how far back it goes.
Check the county as well as the city
In much of Oregon the structural permit is a city record while the electrical permit is a county record, held in a different system. A search that finds nothing in one may simply be looking in the wrong place, which is a common cause of a panel upgrade appearing unpermitted when it was not.
Widen the date window
The state ePermitting search defaults to five years. An older permit will silently not appear, and the empty result reads like a clean history.

Sewer records
All sewer records are online via PortlandMaps. Under Sewer & Environmental, then Utilities, then Sewer Assets, for as-builts, sewer assets and service requests. Sewer connection records are plumbing permits, searchable by address.
Oil tank records
Portland Fire & Rescue issues permits for installation and removal of residential heating oil storage tanks. Those records come via a public records request to Portland Fire & Rescue under the Public Safety service area.
